Job Description

Our client owns and operates a fleet of power plants that supply power into the northeastern US. They have a current need (due to retirement) for an Operations Manager to manage an Operations staff of about 30 at a large power plant located in NYC. This position reports directly to the Plant Manager.

The Operations Manager is responsible for ensuring the safe, efficient and economic operation of the Power Plant assets. They manage the Operations Department consistent with the policies, procedures and overall objectives of the company and all regulatory agencies. The Operations Manager provides managerial oversight, assigns maintenance and support personnel in response to issues/concerns, provides an active interface to other departments and facilities and makes proper notification for equipment problems and other incidents.  

  • Manage Operations department consisting of personnel who operate and maintain station assets within permitted limits for air, water  and emissions.
  • Foster teamwork and cooperation within Operations department and between Operations, Management, Contractors and support staff.
  • Assures compliance with Environmental regulations
  • Remain current on operating procedures to recognize and respond to urgent and emergent situations. Take action necessary to ensure plant and employee safety and carryout steps necessary to return the operating system to normal. Make all required notifications during an event.
  • Assist in reviewing and updating operating procedures
  • Works closely with commercial operations to schedule unit operations
  • Lead or oversee and manage the response to all abnormal conditions. Provide technical leadership to the operators including initial analysis of disturbances and forced outages. Begin initial incident investigations and assist with formal reports.
  • Oversee and manage the training of direct reports to ensure compliance with published Company operating and safety policies and procedures
  • Create a safe job atmosphere - designated point of contact to resolve any issues that might come up.
  • Actively promote, support and participate in all safety programs. Provide safety leadership and act as a safety and environmental resource on all shifts.
  • Ensure plant operators respond to NERC reliability requests and meet generation schedules.
  • Submit outage coordination requests with NYISO and Con Edison for Unit and Feeder outages.
  • Coordinate with maintenance program to identify defective equipment and submit work requests, assign priority level to corrective maintenance work. Coordinate planning, scheduling and testing with project managers to expedite return-to-service of critical equipment.
  • Identify and take action to address disciplinary matters related to operations staff.
  • Ability to analyze and react quickly to complex, severe and unexpected plant events in order to maintain production and prevent injury to personnel, damage to equipment, or violations of environmental regulations.
  • Ability to lead groups and influence others.
  • Ability to organize and present budgetary requirements.
  • Required practical and theoretical knowledge of Steam Generation power plant equipment including boiler, turbine, generator and switchgear operations.
  • Basic understanding of electrical circuit troubleshooting and problem solving.
  • Requires good computer skills Microsoft Office (Word, Excel, Outlook) and experience with INFOR EAM
  • Ability to identify, logically analyze and generate solutions to complex technical and operational problems.
  • Ability to multitask and prioritize assignments. Establish daily work priorities, planning assignments, allocating resources, organizing and managing work.
  • Good verbal and written communication skills to deliver various presentations and critical material to senior management and applicable personnel from outside agencies as well as clearly deliver instructions to operators.
  • Knowledge of power plant operating and regulatory policies and procedures
  • Understanding of interface with electric grid and requirements of NYISO.
  • Self-motivated and proactive to remain informed of changes in equipment, policies and personnel.
Education Requirements
  • Bachelor’s Degree in electrical or mechanical engineering or 5 years of experience as a senior operator, or bachelor’s degree in related field of work.
  • Minimum 10 years of utility experience with working knowledge of power plant operations.
  • NYC High Pressure Boiler Operating Engineers License and NYC Refrigeration License are desirable.
  • Minimum 10 years working with high voltage breakers (480V-4160V) and switchgear operations (13.8KV-138KV).
  • Prior experience supervising a workforce in the related field required.
