Job Description
We are seeking an experienced Operations Manager to lead the daily operations, maintenance, and long-term capital asset management of a large wastewater utility in the Northeast US. This high visibility leadership role includes the management of three treatment facilities, more than 3,000 miles of underground piping, and over 70 pump stations that support the wastewater/sewer collection services for more than one million people. Technical expertise with GIS mapping and data collection, implementation of sewer inspection /cleaning best practices, environmental permitting, regulatory compliance, and leadership in the budgeting and justification of collection system capital improvements is desired.
 
Essential Job Functions include:
 
  • Develop processes and best practices for optimized inspection, cleaning, and repair planning to minimize the occurrence of sanitary sewer overflows and blockages.
  • Lead, train, and motivate large team of field service personnel and supervisors.
  • Ensure quality of field crew performance and provide resources necessary to resolve problems. 
  • Provide leadership in the planning and implementation of collection system capital improvements.
  • Oversee the production of accurate and timely regulatory and contractual reporting.
  • Maintain established systems including Cloud based GIS and modern work order management, mobile tools, innovative inspection techniques, GPS positioning systems, network of sewer level sensors, etc.
  • Lead the continuous improvement of SOP’s and work order management systems.
  • Implement “Smart Utility” technologies and best in class asset management practices.
  • Assists company Finance Manager with annual budget preparation and forecasts.
 
Qualifications include:
 
  • B.S. in Civil Engineering or equivalent experience.
  • 5+ years of Management experience at a large Water Utility, Distribution, or Sewer system.
  • Experience with GIS and Work Order Systems.
  • Experience with gravity sewer and force main piping systems and maintenance (inspection, cleaning, and repairs) is desired
  • Strong mechanical aptitude with working knowledge of underground piping, collection systems, leak detection and repair, pump stations, valve systems, instrumentation & controls, and sewer inspection/cleaning solutions.
  • Strong supervisory skills with the ability to identify, train, and manage direct and indirect staff.
  • Working knowledge of relevant environmental and safety regulations including permitting, water quality, water supply, and other regulatory agency requirements.
  • Expertise reading/interpreting process flow diagrams (PFDs), process & instrumentation diagrams (P&IDs), electrical schematics, and other design drawings.
  • Excellent organizational skills with high level of attention to detail.
  • Outstanding verbal and written communication skills.
  • Strong computer competency including use of GIS and MS Excel software.
  • Valid driver’s license with good driving record.
