Job Description

1)Having a good understanding of financial modeling and knowing how to educate staff (property managers) on how to do financial modeling and understand what it means.
2) To be able to carry out feasibility studies and produce reports that recommends acquisition, disposal or renovating individual assets and the impact this has on the operational and financial performance of the overall portfolio.
3)Someone who understands and are capable of reviewing rent reviews and working with other relevant departments to negotiate better deals adding to the value of our asset, as well as implement strategies that incorporate private sector practices with public sector.  Creative and innovative thinkers thinking outside the box.

Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
 
  • Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.
  • Assists the Chief Operating Officer with the development of goals, objectives, policies, procedures, and priorities for the Asset Management Department.
  • Oversees asset management activities, including property management agreements, regulatory agreements and requirements; develops and oversees site budgets and financial performance, lender, investor and program compliance reporting, and capital needs assessments and planning.
  • Develops strategic initiatives for maximizing asset management performance by creating feasible management plans, practices, and approaches to solve challenges; prepares and presents oral and written presentations and justifications for strategic initiatives.
  • Provides assistance and direction in the development and administration of the annual budget; monitors expenditures on a continuous basis to ensure properties are within budget.
  • Conducts regular analysis of operating statements, budgets, and other data relating to asset management in order to forecast operating performance and capital needs.
  • Identifies techniques and strategies for maximizing under-performing properties and improving property efficiency and performance.
  • Monitors and reviews HUD physical assessment scores and inspects a sampling of buildings, unit make-readies, curb appeal, and condition and organization of common areas and offices.
  • Analyzes operational issues and recommends solutions; assists with handling all matters of crisis for the Authority.
  • Stays abreast of federal, state, and local laws; implements changes in property operations as needed to maintain compliance.
  • Interacts with governmental and elected officials, attends meetings, and represents the Authority as needed. 
  • Meets all job safety requirements and all applicable OSHA/PERRP safety standards that pertain to essential functions.
  • Performs other duties as assigned.
